In November of 1988 Proposition 103 (Prop.103) was passed. Prop 103 protects the consumer when buying and renewing auto insurance in California.  The Good Driver Provision under Prop.103 created a legal definition of a "Good Driver" in California.  As defined by the California Department of Insurance, “a Good Driver is a person who has been licensed for at least three consecutive years and has no more than one point on his or her driving record.”  If you meet these requirements, no car insurance company can refuse to write a car insurance policy for you. The California Good Driver Discount rate is at least 20% less than a non-good driver.

California Prop.103 also made guidelines for car insurance companies to determine your car insurance rates. The principle factors in determining the amount you pay for car insurance are your driving record, how many miles you drive per year and how long you’ve had your drivers license. There are other things that are used to factor how much you pay but these are the ones that are weighted the most. Some of the other factors that contribute to your car insurance premium are marital status, gender, and what kind of car you have.
